Post-registration, RTOs are tasked with many responsibilities including annual declarations, AVETMISS reporting, and marketing compliance, and validation is often the most challenging.
We have numerous articles on validation, but let's go back to the term itself. ASQA defines validation as a quality review of the assessment process.
Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.
Clause 1.8 of the 2015 SRTOs indicates that RTOs need to ensure their assessment systems, including RPL, are compliant with training package requirements and conducted in accordance with the Principles of Assessment and Rules of Evidence.
According to the standards, two types of validation are necessary.
The initial type of assessment validation ensures compliance with the training package assessment requirements within your RTO's scope.
The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.
This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.
Defining the Two Types of Assessment Validation
An Overview of Assessment Validation
As noted earlier and in our earlier blogs, validation is divided into two stages: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.
On the other side, post-assessment validation pertains to the implementation, requiring Registered Training Organisations to adhere to the Principles of Assessment and Rules of Evidence.
Our focus here will be on assessment tool validation.
Steps for Conducting Assessment Tool Validation
After reviewing the two types of validation, let’s explore the specifics of assessment tool validation.
Ideal Times to Conduct Assessment Tool Validation
The aim of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.
This means that whenever new learning resources are acquired, you must perform assessment tool validation before student use.
You don’t need to wait until your next 5-year validation schedule. Immediately validate new resources to ensure they’re ready for student use.
Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:
- you update resources
- your new training products get added on scope
- you review your course against training product updates
- learning resources are identified by you as a risk during your risk assessment
ASQA applies a risk-based approach to regulate RTOs, expecting regular risk assessments. Hence, student complaints about learning resources are a good opportunity for assessment tool validation.
Which Training Products Should You Validate?
Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.
Resources Required for Assessment Tool Validation
Teaching Materials
To validate your assessment tools, you will need the complete set of your learning resources:
Mapping tool – the first document to review. It indicates which assessment items meet unit requirements, aiding in faster validation.
Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.
Assessor guide/marking guide – also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – might include checklists, registers, and templates created apart from the workbook and marking guide. Validate them to ensure they fit the assessment task and address unit requirements.
Validation Board
Clause 1.11 outlines the requirements for validation panel members, indicating validation can be done by one or more individuals. Typically, RTOs require all trainers and assessors to attend, occasionally inviting industry experts.
Collectively, your validation panel must have:
Vocational competencies and current industry skills applicable to the unit being validated
Current knowledge and skills in vocational teaching and learning
Any one of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or the next version
Assessment validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool benefits both the validation process and documentation. It makes it easier to comprehend how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it can serve as proof that you have validated your resources before they are used by students.
Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are available online. These tools typically have validators review the tools in their entirety to determine if they meet the principles of assessment.

Though these templates make validation easier, they can lead to judgment errors because they provide little room for comments on each assessment item.
It is highly recommended to use a more detailed template for inspecting each unit requirement and the assessment items that map to them. Below is an example:

Assessment Key Principles
Fairness – Are equal opportunities and access offered to everyone in the assessment process?
Flexibility – Are different options available in the assessment to demonstrate competence based on individual needs and preferences?
Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment give the same results every time, regardless of the trainer? Will different assessors make the same decision on skill competence?
Evidence Basic Rules
Validity – Is the evidence demonstrating that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?
Authenticity – Does the assessment tool verify that the work is the candidate’s own?
Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?
Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.
To avoid employing learning resources that leave unit requirements unmet, be sure to adhere to these guidelines:
Follow Through with Actions
Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following actions at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:
changing nappies
prepare bottles, feed infants from bottles, and clean equipment
prepare solid food and feed babies
appropriately respond to infant signs and cues
prepare and settle infants for sleep
monitor and encourage suitable physical exploration and gross motor skills for the age
Having students describe the nappy-changing process for babies under 12 months doesn’t fulfill the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Mind the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full Compliance or Not Competent
Observe the lists. As illustrated above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?
Give More Specificity
Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What types of information can be included in a work package?
The answer might include:
Necessary materials
Pertinent costs
Duration of activities
Assigned functions and responsibilities
If an assessment item calls for several answers, specify the number of answers needed from a student. This ensures your assessment is reliable, and the evidence gathered is valid.
This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:
Name a hazard and/or environmental issue read more in the work area and pick the most effective hazard control hierarchy.
Possible answers may include, but are not limited to:
Weather conditions – isolation of work area, engineering controls, personal protective equipment
Work area and ground conditions – elimination, isolation, engineering controls
People – isolation, engineering, administration
Structural hazards – substituting, isolation, engineering controls
Chemical hazards – isolating, engineering, administration
Equipment or machinery – isolating, engineering, administration
Avoiding double-barrelled questions simplifies responses for students and allows assessors to judge competence accurately.
Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” But such guarantees mean you must wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s wiser to take the safe and compliant route.
